Could it also explain why
a) Sellers emphasis that a auction has "no reserve", but give it a high
starting price?

b) Sellers set a reserve which _is_ the starting price?

Sellers start with a low start bid and set a reserve because sellers want to
interest and involve buyers who would otherwise have the good sense not to
bid on something with a higher starting price, be it reasonable or
unreasonable.  The idea is to enrol potential buyers in something they would
not otherwise join, and hope they get swept away with enthusiasm, and bid
past what they would have done in a rational moment.  Its kind of a trap for
the passionate.

Sellers emphasise 'no reserve' to point out that unlike the high reserve
auctions, this auction will actually result in a sale, so its serious, so an
interested buyer should bid.  The high starting price might be an actual
attempt at an actual price, designed to keep the punters out of he game and
keep it simple for those who might actually bid enough to win.

Some sellers set a reserve that _is_ the starting price because they're
stupid.

None of its a rip off, none of it is concealed, its just an auction. And
about the only way  to get old Pirate stuff.
