Two things to note:
The captain of the U.S.S. Katheryn is Douglas T. McDarrel
and
I noticed my ship is starting out in the Basher sector, which is offline.
Can my ship still move and do actions (like move out of the sector)? If not,
could the U.S.S. Katheryn be moved to the New Pacific sector?

Welcome to Starship RPG!
From my understanding, the Katheryn can move anywhere on the galactic map if
it hasn’t entered an active sector. Just wait for Galactic Mediator Hendo to
send you your galactic action emails and then reply to it accordingly.
