Buy a d10 or use d12, d16 or d20's and reroll everything above 10.
Or cut ten pieces of paper, put numbers 1 through 10 on them and put them in
a jar. Whenever a d10 roll is needed, close your eyes and pick one piece of
paper. This is the low-budget way ;-)
