I think this would be cool but kinda limited in the "fun" factor.
What I'd like to see, and what I think would appeal to Lego's target
market enough to get them to produce something like this, is several
CD's filled with Creator (or whatever) files.  I'm not sure if
Creator supports this (to be honest I hated it so much I never got
much built in it) but it would be cool to not only be able to
display/print them as instructions, but also to have them be
animated, moving through the instructions step by step.  It would
also be cool to be able to animate the individual elements within
the file - move the cars around, make the knights fight, stuff like
that.
