Brian,
There have been a few descriptions of how the bags are filled, some
sort of machine with multiple circular conveyor belts that deliver the
parts up to a mixing point (IIRC). The bags are then weight checked to
look for errors. The new Lego book (Ultimate Lego ?) actually has
several pictures of the assembly line (although not very detailed).
Beyond that, you would have to speculate about the process.
Which leads to an interesting question: what happens to the bags that
fail the weight check ? Obviously the mixing machine needs to be
adjusted or repaired to put things back to normal. But what happens to
those parts ? Does someone at Lego sit there and sort them back to the
correct bins ? Do they get sent to LL or LIC and get dumped into the
playlands ? They would make an interesting 'mystery prize' when
ordering from LD. :)
