The lower tray has a hard grey plastic inner tray which has individual
recesses for each gear wheel and turntable
and one deep recess for all other parts.
The tray contains:

Four yellow 6 stud diameter gear wheels
One blue 10 stud diameter gear wheel
Three red 12 stud diameter gear wheels
Four 4 stud diameter grey rubber tyres
Four 2 stud diameter grey rubber tyres
Four red 4x4 studded wheels with brass axles
Four red 2x2 studded wheels with brass axles
Four white 2x4 axle bricks (single hole on all four sides)

I got this set in an ebay auction and received it sealed and shrink
wrapped.
