The beginning for most people for a project differs wildly, but here's what I
do.  I come up with a little vinette, a short story of some kind in my head,
and base my project around it.  For example, lets say you come up with a little
story about a man who finds a mystic cloak in a temple, and you write the
background for the temple.  Then you build the temple.  By writing a story, and
perhaps even a back story for your project, your finished building/thing is
much more detailed and has purpose.  I cannot build something just for the sake
of building, though I know many others can.

As for the building itself, I go through a rough building plan either in my
head or on paper, so I know which types of pieces I'll need to build with, and
then I know if I need to go out and get those pieces.  In fact, most of the
time I don't start building until I have all the necessary peices I think I'll
need.

where can one buy any part necessary or desired,

The best place to go for that is www.brickbay.com
You can pick and choose what bricks you want and in what quantity.
The Lego Shop @ Home bulk services will give you basic bricks at good prices,
but no good specialty pieces in my opinion.

to buy on-line or not,

Buying on-line is pretty safe as long as you go though certain reputable
sources.  Such as brickbay or ebay, just make sure you read the user feedback
to see if anyone who's delt with the person selling has a history of being
unreliable.  As for toy stores and such, they are pretty safe as well on-line,
but the shipping cost may not make it worth it if you have a store within
driving distance to go to.

can one still order complete older castle sets, etc.

Yes, but not from LEGO.  Ebay and Brickbay sellers will sell the older castle
sets from time to time, but you'll most likely pay 125% or more the orignal
cost.
