Given their small size, they will pretty much always look the same when • used
on a standing minifig (assuming there are no obstructions).  They could
presumably just be modeled like any other part in the shape they form when
worn.  You would of course want to change the material properties when
rendering in POV Ray in order to make them look more like cloth and less
like plastic.

Note that I haven't ever authored any parts, and I have virtually no
knowledge of using POV Ray, but there's no reasong it couldn't be done.

Thats exactly what I had in mind, it being modeled just like any other part.
I too have never modeled any parts, or I would have done it myself.

This should be possible for an experienced author using a subpart technique,
if we divide the cape up into subparts along the fold lines. When tessilated
in a single plane these subparts could represent the unfolded part - this
should probably by the regular part number file. When combined into an
irregular polyhedron in 3-D they would appear as a wearable cape - this
could use a .....c01.dat name. There would be thickness considerations and
some complex geometry to solve, but I think this could work.
