Given their small size, they will pretty much always look the same when • used
on a standing minifig (assuming there are no obstructions).  They could
presumably just be modeled like any other part in the shape they form when
worn.  You would of course want to change the material properties when
rendering in POV Ray in order to make them look more like cloth and less
like plastic.

Note that I haven't ever authored any parts, and I have virtually no
knowledge of using POV Ray, but there's no reasong it couldn't be done.

Thats exactly what I had in mind, it being modeled just like any other part.
I too have never modeled any parts, or I would have done it myself.
