Try using the fine grid.  A good thing to remember is that you usually
have to move the piece an even number (2, 4, 6, 8, etc) of times.  To
place axles, I move the axle so that it interects the hole as close as
possible to where it should.  Then I hit Y,2,[ENTER] (in LEdit, but I
think that should work in MLCAD).  This could also be accomplished by
changing to grid fine, and hitting [End] twice.
When you want to move back to the normal position for bricks (after
adding all your bushings, etc), hit Y,-2,[ENTER]
