Hey Chris,
I see a lot of cool parts marked "completed" on that tracker.
How can we get such parts? The only links I see are to the author's email
addresses. It seems kind of obnoxious to have everyone sending email to the
authors to get parts. Aren't they kept somewhere so we can just download
them????

Yes, prior to an official update (available from www.ldraw.org) the unofficial parts are usually posted to (URL) officialisation is current managed via announcements to (URL) such as (URL) almost all my completed parts and most of those done (...) (24 years ago, 25-Nov-00, to lugnet.cad.mlcad)
