As the person who wrote the current rules here's my reasoning behind this.
The issue is not the fear of models being sold or something like that, it is
simply not forcing someone to do something they don't want to do. The MOTM
contest doesn't get enough entries as it is and requiring the release the LDraw
file may turn off someone who otherwise would have entered. Entrants may have a
reason they don't want the file public (be it good or not) and since the contest
can still run without it public, I feel that not in our best interest to deny
the right to keep the file private.
That said, there is certainly no rules or criteria that tell you how to vote.
In fact you can decide who to vote for any way you choose and if not having the
LDraw file is a big issue for you, don't vote for models where the file is
private.
