This has been discussed before, at least between Chris and I. Basically,
checking the box would generate an email to us admins, and we'd address the
issue from there.
But I think it would be better to have a checkbox which is wholly separate from
the votes -- admin action could be required regardless of whether the vote was
hold, certify, or novote.

I think I'd rather go down the route of direct notification to the admins. Get
the issues cleared up right away, rather than having the issue open for
days/months/years until the admins come across the comments.
