There is a newer version of the sharealike license at
http://creativecommons.org/licenses/by-sa/2.0/
Although I can see no difference in the human readable summary, it's
likely the differences are in the legal version.
This seems a good an open license.

Could your explain your thinking behind why you believe this second
license is necessary and what it provides beyond asking an author
(when they submit work to the parts tracker) to place their work
under the Share Alike license?

We've spent some time discussing the license and now we are ready to present a proposed solution for comments and feedback. After talking (...)
