Sort of yes and no. Pocket PCs usually run 320x240 (or 640x480 on the high end
ones) in 16 colors/pixel, not the fixed color palettes of the old CGA/EGA days.
I've ported my work version of SVG to a Pocket PC and there's no particular
problem, as long as you do all of your own drawing and just transfer the results
to the screen.
I don't think it would be any great shakes to port an LDraw viewer that
currently runs on the PC to the Pocket PC, assuming it only uses Windows
services to copy the bits.

My guess is zero percent, although I'd love to be proved wrong.
