Actually, that could be a good thing. Each pallet *.lxf file is just an archive
containing BRICK*.CHUNK part files. (The model *.lxf files are archives each
containing a MODEL100.MODEL file.) If a converter is ever programmed, it could
make keeping track of which files are official and which are converts much
easier, as the converted parts would be in a separate archive.
What will make converting files much more difficult is the automatic Lego
connections feature. The connection data would have to be added to each part
converted individually, so you probably cant expect a program that will
instantly convert parts without any user input.

In this message from last year (URL), Jake McKee wrote "LXF is an open, (and soon to be) well documented format" but I've never seen any details on this, and can't find any (...) (20 years ago, 17-Dec-04, to lugnet.cad.dev, FTX)
