OK, after much work, refinement, and most especially help from Mark Kennedy,
Chris Dee, Steve Bliss, and Orion Pobursky, I have finally finished my first
part along with several supporting primitives (thus the cross-post to
LCDPP). I would appreciate any critiques anyone might have on improving
this (remember it IS my first attempt). Because of the large number of
supporting files, I am going to post each of them as a reply to this post
and list what they are below. I also am listing other unoffical part
dependencies, and I have included a couple test models I put together. I
also don't know what the official policy as far as comments is (most parts
seem to have essentially none), but for now I am leaving my comments in so I
can tell what's what.

New Primitives
48\1-6cyli.dat - 1/6 (or 8/48) of a hi-res cylinder
48\1-6edge.dat - 1/6 (or 8/48) of a hi-res edge
3-4ring3.dat - 3/4 of a ring with inner radius 3, outer radius 4
tooth24a.dat - single tooth for a 24-tooth gear, tall version (for 3648a
and 3648b)
tooth24b.dat - single tooth for a 24-tooth gear, short version (for
clutch gear and differential eventually)
New Sub-Parts
3648s01.dat - the outer ring and teeth of 3648a (could work for 3648b)
3648s02.dat - 1/8 of the center axlehole of 3648a (could work for 3648b)
3648as01.dat - 1/8 of pin holes and disc of 3648a
Test Models
Test1 3648a.ldr - tests how well two gears interconnect
Test2 3648a.ldr - tests the various axleholes and pinholes (Interesting
note on this: if you look closely an axle in the side axlehole overlaps a
pin in the pin hole. In fact, with the real piece you can stuff the two in
at the same time, but it causes the pin to bend.)
Test3 3648a.ldr - I just wanted to see what it would like transparent
:-)
