Actually, there is a special group lugnet.off-topic.test for this sort of
thing. :)

This is correct -- it's not a bug.
If your e-mail program has a Reply-to-All feature, simply use that when
replying to messages instead of the plain Reply feature. If it doesn't
have a Reply-to-All feature, it'd be good to switch to one that does, or
to read via a newsreader (as you're doing now with MSOE).

If you're doing more reading than posting and your favorite method of
participation is via e-mail, you might want to check out the digest
options, which can also help reduce clutter in your inbox:
