I don't consider that as a good idea. It doesn't encourage a lot of part
authors to mak their parts perfect. If the part is submitted to the tracker
it shows that the author of the part is really willing to make it official
and work on it.

What about facilitating the learning curve? I agree authors should strive to
make their parts perfect, as only perfect ones will become official.
However, one of the joys of the task is to share the work and receive
feedback. If you expect perfect pieces only, you will be discarding
potential talent.

IMHO would would a deposit like that get a trash-bin for unofficial parts.

Which is not necessarily bad - every  model maker has a drawer full of odd,
unfinished, might-be-useful-later bits and ends. By extension, I would guess
that a lot of part makers have them too. Sharing them sounds beneficial for
a host of different reasons. Among them: allowing the possibility of
finishing up some one else's discarded work; using early mock ups in Ldraw
models that absolutely need them or diminishing the chance of parallel work
on the same piece by 2 different folks.

At least in Tore's Part Tracker the people still had to put the file on
their own webpage. I would agree to a list where you can see who is working
on what part and where to get a prototype... but not a deposit.

This is reasonable. Deposits or link lists are not that different to the
end-user.

Hope it helps,
