Yep, I've used it for the Flex-System hoses and the ribbed hoses from
the Technic line. But I'm sure it can be used to model most kinds of
flexible elements in LEGO, possibly even the 11L chain links seen in
many LEGO themes, if you are a bit resourceful.
Here is an image showing the use of the program to model the ribbed
hoses (sadly unfinished):

Nah, I made the program to suit my own needs, and I always use Emacs
to edit LDraw source. That way, I don't have to switch between
programs when I want to insert a hose.
If there is ever a free LDraw-like program for the Linux environment,
I may make some stuff to make it interact with Emacs/LDraw-mode, but
that is as far as I will go! :-)
Of course, Emacs is free software, easily obtainable for most
systems. See the Emacs link at the page below for W95/98/NT.

And my program LDraw-mode is open source, so anybody interested are
free to see how I do the Bezier stuff.
