A few recommendation when using CAD -> convert program(ex:stl2dat) to modelise parts:
- The tesselation paramater should be set so that a regular cylinder is output with 16 facets. In Solidworks, this is
done by setting the minimum angle to 22.5 deg and by setting the maximum deviation to a high value. It is difficult to
set this option in interactive dialog, so the best is to use a .reg file (see above)
- Create only partial cylinder that are multiple of 22.5 deg. When this is not possible, modify the design to replace
portion of the cylinder by manually created segments.
- Sometimes, when the cylinder intersects with another surface, the tessalation is not well done by the CAD program. To
avoid this, use a polygon instead of a cylinder.

I hope this will help to modelise better parts with CAD programs. Read also the Rui Martins' recomendations at the end
of this message.

After looking at this part, I can make the assumption that it was made with a
cad modeller and then converted by stl2dat ! wasn't it ?

I would like to recommend you and every body else which will use this type of
lego part building (CAD -> convert program(ex:stl2dat)), to be very carefull
with the tesselation parameters, since this peace shows am "uneven"
tesselation (you have big and very small polys together), and this is usually
configurable in the tesselation options.
Try to produce a more regular tesselation and the end results will be better.
