I believe that is a Tyco part.  Kind of cool to use around the edges of stuff,
as a lip or rim.

(...) Thomas: I don't know if this part is still a mystery for you, but I got one in a lot of Coko bricks in a recent auction. TYCO and Coko have a bunch of very similar pieces, even inasmuch as they're both clones of another product. Dave! (24 years ago, 9-Oct-00, to lugnet.cad.dat.parts)
