From the 2008-01 complete library re-release, the !LDRAW_ORG line in the header
should uniquely identify the version of the part, as it always includes the
parts update number (YYYY-NN or ORIGINAL).

If you have installed unofficial parts, then since there is currently no control
over the header, there is no way of knowing what you have. You might even have
new or updated parts that "look" official because the author didn't update the
LDRAW_ORG line (and yes, the submit process should take care of that - but right
now making that change is lower priority than working on the next parts update).
Also, just because a part might be certified on the Parts Tracker doesn't
necessarily mean that it's ready for official release, so "number of
certifications" really doesn't mean a lot.

If you want to send me a PM explaining what you're looking for, I'll see if it
can be provided on the Parts Tracker, or as part of the release.

Watch this space for a new parts update - as I am still on track to honour the
end-April / early May timeframe announced in http://news.lugnet.com/cad/?n=16136
