LSynth does not recognize L520.DAT and L521.DAT as constraints.
I was able to synthesize a hose like this:

I changed "SYNTH BEGIN FLEXIBLE......" to "PNEUMATIC_HOSE 9" which is a blue
pneumatic hose.
I changed all your constraints from L521.DAT and L520.DAT to LS00.DAT, the
constraint part that LSynth recognizes for hoses.
One of your constraints was pointing the wrong way.
You had too many constraints too close together. I used only two constraints
and got a U shaped hose.
If you put constraints too close to each other, the system goes whacky.
