It's a primitive, that you apparently are missing, Apparently it
wasn't included in the latest update, but it is needed for the 2951
technics bucket. Take a look in cad.dat.parts.primitives, it should be
there. Download it and place it in ldraw/p/48, and you should be fine.
Alternatively it should be available from http://skurt.homepage.dk
