I'm not sure I understand what you're saying -- the only one of these
parts listed in <http://www.ldraw.org/library/official/parts.lst> is the
3648a.dat (which should be a ~Moved to file).   The others are
definitely *not* in the official parts.lst file.

"s\3297p90a.dat", "s\32296s.dat" and "s\4215s01.dat" are un-official part
files, that are still on the "Parts Tracker Active Parts List", waiting to
be reviewed and certified, in order to recieve the status of official LDraw
part eventually. (See  http://www.ldraw.org/  and click on "Parts Tracker")

However: It's not recommended to do it, but you can download these
un-official part files from the "Parts Tracker", for intance if you
absolutely can't wait for the official release to happen.

Is it possible that you (or someone else) preformed the following operation:
- Downloaded the unofficial files to your "..\Ldraw\Parts" directory/map
- Run the "Mklist.exe" program to build a parts list manualy. (This
operation overwrites an already present version of "parts.lst" in the
"..\Ldraw" map)

Not saying that this exactly how it happened, but it is a theoretical
possible route for the 3 un-official part files and "RCX20.dat" to end up in
"Parts.lst".

It's recommended that if you decide to use un-official parts, to download
these in a separate custom directory/map, to avoid pollution of the official
locations. Don't forget that it's possible for un-official file- and
partnames to change as a result of the reviewing proces. For instance: To my
knowledge "RCX20.DAT" would never be allowed to become the filename of an
official LDraw file.

Have you done a harddisk-wide search for "Parts.lst"? Maybe you have more
than one instance of this file, including the correct one that came with the
download.
