I don't think it is functional. I tried inserting a freestyle flower stem
(skinny three pronged type), but it is blocked near the entrance by part of the
inside that hangs down between a quarter and a third of the diameter of the
hole. A fiber optic fiber fits the entrance of the hole well, but it too is
blocked by that "lip". (To describe the lip it would be as if the top ring
were a stylized 1x1 round plate stuck upside down into the shaft part of the
lamppost and what you were seeing was the top part of the stud blocking part of
the hole. If that makes any sense.)
