(...) it was for windows, and it basically was... you run "torus.exe (then ring sizes) 20 18" and it would give you a ring of 18 ldu radius inside to 20 ldu outside. (25 years ago, 20-May-00, to lugnet.cad)

(...) It's at (URL). But you might want to look at my rotate.xls utilities instead. This spreadsheet includes a ring-calculator, which gives you the scaling factors needed to construct any ring out of the existing ring-primitives. Well, not any (...) (25 years ago, 22-May-00, to lugnet.cad)
