How do conditional lines work?

So far, I have only been able to decipher the ldraw commands by looking at
examples.  this what I think so far, please correct me if I am wrong.

0: comment and meta commands
1: include file
2: line segment
3: triangle
4: quad
5: conditional line segment (this one I don't understand)

Or, point me to existing documentation.
