Though I have put the Techinc plates 2x4, 2x6 and 2x8 with holes in the pli.mpd
file that comes with LPub4.x and rotated them so the the holes are visible in
the PLI, they just show up normal.
How to accomplish this?

Seems to work fine here. I guess you need to clear your parts image cache (Tools
-> Clear parts list cache)

I figured it out and using the old ORIENTATION file from and old LPub version. The strange thing is that the 2x4 plates display rotated, but the 2x6 does not. It is in the same file and orientated the same like the 2x4 plates. Clearing the (...) (15 years ago, 13-Mar-09, to lugnet.cad)
