That's correct.  It has also been used often to keep things in position -
such as the propellor shafts on the Crystal Crawler (?) and the traffic
gates for a train set (I don't remember which)

3.can someone ldraw me the center part (even a mockup would be ok)?

I've done the outside (missing the detail I can't see, and I just used a
scaled box.dat for the center part, which I think I got fairly close,
size-wise.  (see my MOC: X-22A post)
