This is (or at least was, in 2004) called Brick Builder. I asked about it in the
CAD newsgroup here:

But I got no replies..

There's a presentation board showing how the software works on display at the
Model Shop in LLCA. I have pictures of this somewhere, but it's kind of dark in
there. Do you want me to post the pix? Or should I just see if I can read what
the captions say and transcribe it here? Or does someone closer to TLC have the
originals they could share?
