I emailed s@h and got this reply pretty quickly:
Thank you for your interest in the LEGO Mosaic.
The ability to produce a customized LEGO Mosaic has been available on
our website since approximately July of 2000. It has been a fun,
popular way for our customers to enjoy a unique LEGO product.
Unfortunately, due to a redesign, it has been temporarily removed from
our website. At this time we do not have a date for this to be loaded
back onto our website, but it could possible be several months.
We apologize for the difficulties this might cause and appreciate your
patience while we implement this redesign.

Could the real reason be that they aren't selling the prepackaged ones and
need to unload some inventory?

| Thanks for looking into this, David. The Tiger mosaic looks to have a pretty even distribution of colors, so I'll try to shoehorn my image into this distribution, and minimize the purchase. Here is the giant Legolas mosaic (12 panels) I am (...) (21 years ago, 30-Jan-03, to lugnet.build.sculpture)
