post on the torso, making it easier to remove the head.

Although, the choking thing sounds somewhat reasonable too.

The answer is both and more.  I spoke with one of the LEGO representatives
attending Brickfest and the truth is, the LEGO element designers found a way
to keep it from being a choking hazard while consequently making it easier
to remove helmets and the like from the head also making it easier to remove
the head from the body.  Without that hole, the heads tend to get stuck in
the helmets on occasion (I'm sure most people with the old style heads have
experienced this, I know I have... grrr).  You'll probably find that helmets
seem looser and fall off sometimes with the newer style heads.  They had to
decide which was more annoying to people, getting the heads stuck in the
helmets and having to dig them out or having helmets that can sometimes be a
little too loose.
