I was pondering this question recently, and wondered if anyone had already
set out to answer it. Unable to find any comprehensive collection of
minifig faces already on the web, I decided to make one of my own by
scanning every unique minifig face in my collection:

I then looked through Bricklink and Baylit for faces I don't have, and
collected those in this folder:

(note - this second folder has not yet been moderated)
By "unique minifig face", I mean any minifig face on a standard
"head-shaped" element. Jar-Jar and Yoda molded heads, for example, don't
count. I'm counting heads with no printing as a unique "face", and heads
with two faces, like the new Studio minifigs, as two unique faces.
You'll notice that I have made modifications to some of my heads. For these
I've scanned both the original faces and the modified version. This is just
for my convenience, and I am not counting any of my modifications as unique
faces. All faces I've modified have "mod" in their name.
So what's the total?
I count 178 unique faces that I have in my collection (there's one
Adventurer I forgot to scan), and another 51 faces I don't have. That
brings the total to 229.
Beyond just trying to answer the question of how many unique minifig faces
LEGO has made, I've created this Brickshelf gallery to conveniently keep
track of faces I do and don't already have. I hope it is also of some use
to others trying to do the same, or those who just want to have a place to
see what's out there. People should also feel free to use these scans for
their own projects, even if its just to have better quality images on sites
like Bricklink.
If someone is particularly inspired, it would be very cool to get these
images into a searchable database of minifig faces that groups them
according to appearance, sets they come in, year releaed, etc. I'd try this
myself, but unfortunately just don't have the time for such a project right now.
By the way, the numbers I've assigned to the faces should not be construed
to give any particular information about the faces except the order in which
I happened to scan them.
If anyone notices mistakes I've made, feel free to e-mail me, and I'll try
to correct them. Also, if anyone has images of further faces I have not
listed in the Faces I Don't Have folder, or clearer versions of ones already
there, feel free to e-mail them to me or direct me to the image's URL.

| Thanks for doing this -- it's a start on a great resource. I question one of the faces you have posted, however. The one at 090.jpg looks to me to be a modified "Cam" face from the Alpha Team series -- see the whole minifigure at (URL) 090.jpg seems (...) (22 years ago, 28-Aug-02, to lugnet.build.minifigs)

(URL) resource though, although I must admit sometimes I identify these heads more with the Brick Testament than with the Lego sets they appear (...) | Hi. I've made updates to the Brickshelf galleries (we'll have to wait for modification again to see them, of course), fixing the errors mentioned above. | (...) Hey Brendan, Cool face catalog. You might want to look at the site currently up for CLSOTW: (URL) have scans of minifigs by theme. Quite a comprehensive list. | Just a few more notes: Head 171 from your "have" gallery is the "werewolf guy" from the "don't have" gallery. Also, in the "don't have' gallery, aren't locker99-01 and 3626bpx95 the same? | (...) Reverend, I am sure that there is now a whole class of people who feel obligated to collect every head. So, by your action, I am sure you have now caused an increase in the value of certain rare heads! Suggestion - heads are not just ordinary (...) (22 years ago, 30-Aug-02, to lugnet.build.minifigs)
