Could anyone tell me what I need for the tracks on such a beast?  It looks
to be 2 spoked technic wheels for 'grab', interspaced with 9 similar sized
flywheels.  As for the treads themselves, I can't even guess.  I've seen
technic chain links for sale on bricklink, but don' know if these are the
same thing.

Any standard Technic gear can mesh with the conveyor links except the bevel
gears and the 8 tooth (it's too small for practical uses). Dan uses the z24
gears (24 tooth) and medium Technic pulley's:

There is also a chain link that is thinner then the Conveyor belt links. They
have the same interface and can be connected with each other. The chain links
are one stud wide and the conveyor belt's three wide. See them both at Technica:

You can put plates of size 1 x 4+ onto the wider links to make an even wider
track. The bad news is the plates don't stick very well (worse with older
links) so if you motorize your tank they will tend to fall off... You will also
find you can only have a plate on every second link, the good thing about this
is you can use the thinner chain link between (they are more easy to find and
cheaper). Here's an example (and a shame less plug):
