Perhaps I'm being unrealistic, but I've scaled my plans to match the minifig (1
stud = 1 foot or 4 x 8 plate = 4 x 8 feet). The mounting may actually be
slightly too big, because my plans were blown up from a really tiny drawing.
Your own cruiser is already so big that it probably wouldn't be too big of a
leap to make it minifig scale!

  A couple of questions (and, alas, one nitpick):

  -How much elevation and depression do you get on the mount?

It goes down to about minus 30 degress, but only elevates to about 65-70 degress
before the ammo release handles hit the back of the mounting.

  -Have you considered how you intend to build the "tub" that
   always accompanied such mounts on US warships?  (I ask
   because this is a problem that vexed me, and I finally
   took the easy way out with saucer bottoms--which you won't
   be able to do owing to the size of your platform there.)
   A related question is "how do you plan to fix it to the deck?"
   If there is some way to make a click link to the base that
   would be ideal, but I found that 2x2 turntables meant a lot
   of collecting shed 12.7cm mounts every time I moved the
   ship.

The platform will be a standard plate and tile job shaped to the approximate
dimension of the circular base.  The side walls will be circular, either made up
from alternating 1x3 bricks/plates and 1x1 round bricks/plates (staggered as
they increase in height) or else made up up completely of 1x4 hing bricks/
plates, depending on the radius of the particular mounting/tub.

It will be fixed to the deck with a 2x2 turntable. If there is no woble in the
construction (for example tiles around the turntable) then the connection is
remarkably strong. I discovered this when building my Sherman kit as the whole
turret assembly is connected with a single 2x2 turntable and it's almost
imposible to break the connection with the hull floor.  I've posted a quick
snapshot of how I did it on the Quad 40 here:

  -I assume the barrel banks are linked, but how "tight" are
   they?  Are they only moved by hand, and is it reliant on
   good balance for stability or are the friction pegs enough?

The inside pivot point of each mount is the 1x2 technic brick with axle hole, so
there is actuall a technic axle connecting one side to the other. The outside
pivot point is the standard technic brick and connects to the mount with a
friction pin. While the model is generally in balance, two friction pins will
hold the gun's position even when not in balance, like this picture:

  I recalled your original project was to build a battleship;
  was that shelved with an eye to making a ship in true minifig
  scale or do you anticipate compression?

I may have mentioned building a battleship, but I think parts cost has detoured
my plans to a much more affordable model size.

  I really can't wait to see which cruiser you settle on building,
  and then to see the beast evolve.

I'm building a Cleveland class crusier, but you may notice the models I've
worked on so far would also work on an Essex Class carrier (in case I suddenly
become independently wealthy!).

(...) To be "minifig scale" the ship would have had to be 22 feet long. That's a little bit big, unless I buy a minivan. ;) (...) That's always the limiting factor. It was for me, too.
