I agree with this as well, and I have built my own Micro at different scales
as well.

If you do a Brickshelf search on micro youll see all kinds of different
scales, from where a 1x1 is the size of a person, to where a 1x1 is a
building. There are some who have tried to classify things into micro,
nano, pico etc, but (IMHO, of course), rigid distinctions have not caught
on.
That said, in the announcement of the
Micro Moc OFF contest at
Brickfest, Janey does say While building, please keep in mind that in the
micro world a fig is the size of a mere 1 by 1 round brick. Keeping your
MOCs in this scale will allow us to have all the creations work together in
one overall layout. So if you want to have your creation fit next to
others that sounds like the right scale.

Prior to last years BrickFest event (the first large group display of Micro,
that I am aware of) I did a lot of searching out what others were building.
From what I saw, the one brick tall micro fig seem to be the most popular,
although, like you mentioned, the scale is all over the place. We decided to go
with ~that~ scale for simplicity.
Having said that, even in the display, there were lots of variations. By
grouping same themed, and same scale items together, and joining them with a
standard road, it flowed fairly well, and resulted in a display that worked very
nicely together. Therefore, any scale smaller than minifig, as you said works
perfectly fine.
I look forward to setting up the display this year, and can not wait to see what
people have been building. From the few sneak peeks I have seen, I am more than
impressed.
