They do exactly that with t-shirts, mugs, books, CD's, etc. The paperwork/legal aspects of such a venture are easy to deal with following the Cafepress (...) I agree with you that the idea the Lego company has with regards to creating other sets would be a good one, given the substantial number of very nice creations that did not win.
