Nope, I'm pretty sure it is a car dealership. The minifig fits the stereotype
perfectly, and why would a driving school have a huge showroom window? The
second floor office has the feel of a car dealership as well, at least to me.

You would think that lego could have used its "showroom" window piece that was available at the time(as seen in 6375 Exxon Gas Station in clear and 6970 Beta- 1 (...) (24 years ago, 20-Jun-00, to lugnet.build.arch)
