Yes... they change the lights atop the Empire State Building all the time,
according to a schedule that reflects the current time of year, or a holiday.
For example, it is usually orange for halloween, or pink and yellow for
easter.
They light it in red, white, and blue on U.S. holidays like independence
day or memorial day. In addition, the Empire State Building stood lit in
red, white, and blue every night for more than a full year after September
11th... I became very accustomed to seeing it that way every night. (As
did many, I'm sure.)
