Well, as detailed on the NY mosaic page, that piece of composite art was
provided to me by the LEGO graphic artist. Why certain buildings were
included or not was up to him.

I picked the particular San Fran shot of the Victorian homes because it
is a very recognizable shot, the large houses in the foreground provided
a lot of interesting detail, and the SF skyline alone (without such a
prominent foreground) would not have been nearly as interesting in my
opinion.
