I have the same problem because we are living in an appartment temporarily
(while our new house is being built).

Instead of building a town, I've concentrated on building larger, single
buildings.  I chose aquazone because I could effectively store away my blue,
red, and white bricks, and just use my yellow, black, and gray bricks.
Building just one thing at a time, with limited part colors saves a ton of
space.

Another idea is to build using CAD programs.  I've just started doing this
and its a blast.  You can build creations tha would be prohibitively
expensive in the real world.  Go to www.ldraw.org for an excellent tutorial
on getting started.
