Barbara asked me that same questions just last week!  ;-)

A capital ship merely means that it's *huge*, and is supposed to sustain a
significant amount of abuse from the enemy.  (1)  A modern naval battleship is
a capital ship.  A Coast Guard cutter probably isn't.  I'm not sure, but I
would personally not classify most submarines as capital ships.

...I would add a capital ship can operate independently for significant periods of time.
Large monitor type ships that help defend a given planet IMHO are not capital ships,
despite the fact that they are in general very large. Even the largest Coast Guard ship is
not a capital ship since its designed more to stay close to home rather than operate
independently away from us.

...Capital ships often lead fleets of smaller ships (destroyers, cruisers, and related).
They often singularly represent a government's presence in a region. Thus carriers are
capital ships, but submarines and cruisers are not. If a cruiser or sub pulls into port,
its nice and all, but when a carrier pulls into port, its a _whole_ different ball game...

...you can go back to ignoring me now...
