Barbara asked me that same questions just last week! ;-)
A capital ship merely means that it's *huge*, and is supposed to sustain a
significant amount of abuse from the enemy. (1) A modern naval battleship is
a capital ship. A Coast Guard cutter probably isn't. I'm not sure, but I
would personally not classify most submarines as capital ships.
In a space theme, any ship massing over (e.g.) a kajillion tons could be
considered a capital ship, regardless of what it looks like. In Star Wars, a
Star Destroyer is a capital ship, but the Millenium Falcon isn't. In Star
Trek, the Enterprise is a capital ship, but a shuttlecraft isn't. In B5, a
Narn cruiser is a capital ship, but a light transport shuttle isn't.
Since starship models are notoriously difficult to judge in scale, any model
you or I make could be argued to be a capital ship.
HTH.

1. American Heritage Dictionary sez, "a warship of the largest class, such as
a battleship or an aircraft carrier."
