That is indeed a difficult step. I should probably split it in two.
First, the top of the inverted T gets connected to the axle #3 which is
connected to the teal liftarm. Then, the long frame with the odd angle
gets connected to the axle #4 which is the bottom of the inverted T.
Then, connect the wheel. (Should probably leave out the wheel in this
step.)

The 2x1 brick has an axle hole, which is not clear from the image. And,
a plate can be put on a Technic beam with 1/2 stud offset! Just try,
it's a neat trick.
