Wasn't a railway water tower, but I've done a couple of roofs like
this. First one was a seven sided building (based on an actual seven
sided bank in Halifax).

Next was an octagonal barn (place to hide the code pilot controlling the
cows) http://www.brickshelf.com/cgi-bin/gallery.cgi?i=947891 Uses an
assortment of different wing plates as I was short on them. They are
held in place by 1x2 hinge bricks on jumper plates.
In such a small space you might be just better off with making a rounded
roof using plates, like the back bit of the chapel here:
