You could build figs that are miniland-like, though your scale is just a bit
smaller. You could also use Jack Stone/Creator figs, which are about 2-1/4
inches. Many of the Jack Stone figs are too stylized to look like normal
people, but the Creator figs look pretty good. Your selection would be very
limited, though.
