Hmmm... You could always give the URL a target, which will open a new
window in Netscape if a frame doesn't already have that target's name. I'm
not sure how this works in other browsers. I'm assuming that it's probably
safe to assume that if someone doesn't want to user Javascript, they don't
want any big features either, but just the content.
When I browse pages, I personally tend to use the "New Window" menu item by
right-clicking on the link, but I'm not sure if it's guaranteed that
everyone can do that, either.
