Hey ... I've asked me the same question for quite some time
now, too (since I got my hands on the above mentioned Lego
book and saw the front of the Buick Roadmaster). Well .. now
I finally know, thanks. Quite a lot of buckets needed, though
... a dozen for the front grille alone. And what are those 6
chrome parts you can see below the bumper, are those these
bucket handles, too (or part of the above dozen)? I admit
it's still totally unclear to me how those parts are attached.

The six parts at the bottom are the lower halves of the vertically
oriented parts from the above dozen.  You might be able to make out the
gray clips holding those six handles.    These six clips are offset half
a stud using "jumpers".  The other handles are held in place by 1x1 tile
w/ clips.

By looking at most models in Miniland (and wondering how some
parts are miraculously attached together), I think glue is a
VERY common "little helper" for LEGO designers.

Cheaters, huh?

P.S.: Speaking of chrome grilles: I just noticed that I
"could" equip my Chevy with a golden chrome grille by
spending a whopping $144 ordering 48 of the 5313 sets at S@H.
So ... err ... maybe NOT.

Heheh...did you try how yellow would look?  Too bright?
